NOTICE OF PUBLIC HEARING TO ADOPT THE SACRAMENTO REGIONAL 2008 NAAQS 8-HOUR OZONE ATTAINMENT AND REASONABLE FURTHER PROGRESS PLAN (SIP)

The Feather River Air Quality Management will hold a public hearing to consider adoption of the Sacramento Regional 2008 National Ambient Air Quality Standard (NAAQS) 8-Hour Ozone Attainment and Reasonable Further Progress Plan (Plan). The Plan geographically covers the Sacramento Federal Nonattainment Area (SFNA) which includes all of Sacramento and Yolo counties, and portions of Placer, El Dorado, Solano, and Sutter counties. Each SFNA air district will hold a separate public hearing to adopt this Plan.
The Plan documents how the region is meeting requirements under the Clean Air Act in demonstrating reasonable further progress and attainment of the 2008 NAAQS of 75 parts per billion. The Plan includes an updated emissions inventory, analyzes air quality trends and evaluates photochemical modeling results. This plan also establishes new motor vehicle emission budgets for transportation conformity purposes. In addition, the plan also documents the region’s reasonably available control measure analysis and vehicle miles travelled offset demonstration.
After the SFNA air districts adopt and California Air Resources Board (CARB) approve the plan, the Plan will be submitted to the United States Environmental Protection Agency (USEPA) as a revision to the California State Implementation Plan. This notice, the public hearing, and the Plan satisfies the requirements of the Clean Air Act Sections 110, 172, 176, 181, 182, and Title 40 of the Code of Federal Regulation Part 51.
The FRAQMD Board of Directors will consider the adoption of the Plan during this public hearing. Copies of this notice, the Plan and its appendices are available in the links below. NOTICE OF PUBLIC HEARING TO ADOPT THE SACRAMENTO FEDERAL OZONE NONATTAINMENT AREA REDESIGNATION REQUEST FOR THE 1979 1-HOUR OZONE STANDARD

On behalf of all the Air Districts that comprise the Sacramento Federal Nonattainment Area (SFNA), the Sacramento Metropolitan Air Quality Management District (SMAQMD) will hold a public hearing on September 28, 2017 to consider adoption of the “Sacramento Federal Ozone Nonattainment Area Redesignation Substitution Request for the 1979 1-Hour Ozone Standard” (RS Request). The RS Request is a regional plan and geographically covers the SFNA which includes all of Sacramento and Yolo counties, and portions of Placer, El Dorado, Solano, and Sutter counties. The SFNA was found in attainment for the 1-Hour standard in 2012.
The United States Environmental Protection Agency (USEPA) has determined that areas may remove requirements which are still in place for the 1979 standard by submitting a RS Request which is based on the Clean Air Act (CAA) criteria for redesignation to attainment in CAA §107(d)(3)(E). This RS Request meets the RS requirements by showing it has: 1) demonstrated that the area has attained the 1979 1-Hour Standard; 2) shown that improvement in air quality is due to permanent and enforceable measures; and 3) will continue to maintain the standard for 10 years.
This document includes a request that, after USEPA approves the redesignation, USEPA also acknowledge that the CAA section 185 fee requirements for the 1-hour standard are terminated. The SFNA is still subject to the CAA section 185 fee requirement for the 1-hour standard unless a RS request is approved by the USEPA.
The SMAQMD Board of Directors will consider the adoption of the RS Request during this public hearing. Copies of this notice and the RS Request are available in the link below.
