Public Notice for Recology Ostrom Road Title V Permit Modification

Notice is hereby given that the Air Pollution Control Officer (APCO) of the Feather River Air Quality Management District (District) invites written public comments on the proposed modification of the Federal Operating Permit for the following Municipal Solid Waste Landfill facility:

Major air pollution sources are required to obtain operating permits under Title V of the 1990 Clean Air Act Amendments, the Federal Operating Permit Program, and the District's Regulation X, Rule 10.3: Federal Operating Permits. The permit summarizes all air-related requirements that apply to each source of emissions at the facility. This permit was previously issued on February 18, 2021. Rule 10.3 requires that the facility apply to renew the permit every five years. 

Since the last renewal, the facility has applied to make the following modifications to its permit.

  •  Changed the applicable Code of Federal Regulations (CFR) from 40 CFR Part 60 Subpart WWW to 40 CFR Part 63 Subpart AAAA.
  • Updated the exempted well monitoring points in accordance with 40 CFR Part 63 Subpart AAAA.
  • Modified the permit conditions for the two enclosed flares at the facility.
  • Removed a 69.9 bhp diesel-powered air compressor from the facility.
  • Increased the daily and annual mulch coloring throughput to 165 gallons per day and 11,088 gallons per year.
  • Added three new mulch colorants to the mulch coloring system.
  • Reduced the annual throughput for an 802 bhp diesel-powered horizontal grinder to 2,950 hours.
  • Reduced the annual throughput for a 127 bhp diesel-powered tipping trailer to 2,296 hours.    

The APCO invites written comments on the above-proposed permit renewal.  Comments must be received by May 06, 2024.  Any interested person may also request a public hearing for this permit by submitting a request in writing to the District.  The District will hold a public hearing if there is evidence that the proposed permit is not correct or is not adequate to ensure compliance with regulatory requirements, and a hearing will likely provide additional information that will affect the drafting and/or issuance of the permit.  Please send written comments to:
