Exempt VOC List

The following compounds are exempt from the definition of Reactive Organic Gases (ROG) per District Rule 1.1. 

 

Acetone; 

Ammonium carbonate; 

Carbon monoxide; 

Carbon dioxide; 

Carbonic acid; 

Ethane; 

Metallic carbides or carbonates; 

Methane; 

Methyl Acetate; 

Methyl formate (HCOOCH3); 

Methylene chloride (dichloromethane); 

Parachlorobenzotrifluoride (PCBTF) (1-chloro-4-trifluoromethyl benzene); 

Perchloroethylene (tetrachloroethylene); 

2-(difluoromethoxymethyl)-1,1,1,2,3,3,3 heptafluoropropane ((CF3)2CFCF2OCH3); 

2-(ethoxydifluoromethyl)-1,1,1,2,3,3,3-heptafluoropropane ((CF3)2CFCF2OC2H5); 

1,1,1-trichloroethane (methylchloroform);

1,1,1,2,2,3,3-heptafluoro-3-methoxypropane(n-C3F7OCH3, HFE-7000); 

1,1,1,2,2,3,3,4,4-nonafluoro-4-methoxybutane (C4F9OCH3 or HFE-7100); 

Cyclic, branched, or linear completely methylated siloxanes; 

 

The following four classes of perfluorocarbon compounds: 

Cyclic, branched, or linear, completely fluorinated alkanes; 

Cyclic, branched, or linear, completely fluorinated ethers with no unsaturations; 

Cyclic, branched, or linear, completely fluorinated tertiary amines with no unsaturations; 

Sulfur-containing perfluorocarbons with no unsaturations and with the sulfur bonds to carbon and fluorine; 

 

T-butyl acetate. 

 

District Rule 1.1 was last amended in 2011, and there have been many additions to US EPA's list of exempt VOC compounds since the rule was last amended that are not on the District's Rule 1.1 list. The District intends to amend Rule 1.1 to either add all the missing exempt VOC's, or reference the US EPA list rather than listing individual exempt VOC's.  The District shall not issue emission reduction credits for exempt VOCs on the US EPA's list even if they are missing from Rule 1.1.  These are the exempt VOC's added to the US EPA's list since 2011:
