AIRBORNE TOXIC CONTROL MEASURE (ATCM) For Stationary Compression-Ignition (CI) Engines The Feather River Air Quality Management District (FRAQMD) has adopted State ATCM rule for stationary CI engines on March 7, 2005 (FRAQMD Rule 11.1) to reduce diesel particulate matter (PM) and criteria pollutant emissions. This ATCM establishes requirements for new and in-use stationary CI engines. These requirements fall in three major categories: (1) fuel-use requirements; (2) operational requirements and emission standards; and (3) recordkeeping and reporting requirements. In general, the fuel-use requirements, recordkeeping requirements, and reporting requirements apply to all stationary CI engines and the operational requirements and emission standards only apply to stationary diesel-fueled CI engines. Please refer to Fact Sheet of ATCM for Stationary CI engines for more information about applicability, exemptions, requirements, and compliance schedule. In accordance with, California Code of Regulations, Title 17, Section 93115, FRAQMD is required to implement and enforce the requirement of the ATCM. As a result, each owner or operator of an in-use stationary CI (diesel) engine with a rated brake horsepower greater than 50 (>50bhp) is required to complete the attached questionnaire and return to FRAQMD no later than July 1, 2005.
