RELEASED: April 6, 2004
Subject: To add provisions that make the current regulation compliant
with Federal Clean Air Act requirements for a severe non-attainment area.
The proposed amendments establish preconstruction review requirements including
offsets, Best Available Control Technology and analysis of air quality impacts
for new and modified stationary sources, and shall insure that the operation of
new and modified sources do not impede the attainment or maintenance of ambient
air quality standards within the District. Written public
comments will be accepted at the District office until June 4, 2004 at 5:00 p.m. Board Hearing
scheduled for June 7, 2004, at 4:00 p.m.

The Sacramento Federal Ozone Nonattainment Area
The Sacramento Federal Ozone Nonattainment Area includes all of Sacramento and Yolo
Counties, and portions of El Dorado, Placer, Sutter and Solano Counties.
Background
The Sacramento Nonattainment area is moving toward a 2005 deadline for meeting the
health-based federal standard for ozone. The year 2003 begins the countdown to the 2005
attainment year. To show we have met the ozone standard we must average no more than one
violation per year for three years at any one air monitoring station.
State Implementation Plan (SIP)
The SIP is the region's "clean air plan" submitted to the Federal EPA outlining
measures to be implemented locally to reduce air pollution and meet federal standards. If
the SIP is not updated, the regions transportation conformity could lapse by October
2004, and will certainly lapse by July 2005, when the current conformity finding expires.
This lapse could effect planned and ongoing transportation projects funded by federal
dollars including road repair and highway widening projects. Therefore the air districts
of the region have agreed to update the SIP.
Public Evaluation of Control Strategies
The workshops will present to the public the array of available clean air strategies for
consideration in the clean air plan. Public feedback in terms of technical and political
feasibility will be of most value. An information exchange web site has been developed to provide
access to each control measure and the means to submit public comment.
