Sacramento Emergency Clean Air and Transportation Program (SECAT)

Funding for the Sacramento severe Ozone nonattainment area

The Senate Transportation Committee unanimously passed AB2511, creating the Sacramento Emergency Clean Air and Transportation (SECAT) program. The legislation directs $50 million in funds approved in the state budget toward incentives to reduce polluting emissions from heavy-duty truck fleets in the Sacramento nonattainment region. A total of $70 million in funds will be available through SECAT, including $20 million approved by the Sacramento Area Council of Governments Board (SACOG) from the region's share of federal transportation funds. The Sacramento Federal Nonattainment Region has until 2005 to achieve federal health-based air quality standards for ozone. Failure to do so may result in the loss of federal funding and designation as an extreme ozone non-attainment area.

Funds will be administered by SACOG in cooperation with the five air districts in the Sacramento Federal Nonattainment Region. Affected air districts include the Sacramento Metropolitan Air Quality Management District (SMAQMD), the Yolo-Solano Air Quality Management District (YSAQMD), the Placer County Air Pollution Control District (PCAPCD), the El Dorado County Air Pollution Control District (EDAPCD), and the Feather River Air Quality Management District (FRAQMD). The six county region includes all of Sacramento and Yolo counties and portions of El Dorado and Placer counties (lying west of the Sierra Crest), eastern Solano County, and southern Sutter County (generally south of Subaco Road). Public and private fleets based out of this region or spending a high proportion of road miles traveling through this region are eligible to apply for project funding to convert fleets to clean fuel and/or engine technology.
