NOTICE OF PUBLIC HEARING

Adoption of District Rules 10.10 Prevention of Significant Deterioration and 10.11 Permitting Requirements for Stationary Sources Emitting Greenhouse Gases

PLEASE TAKE NOTICE that the Feather River Air Quality Management District (“District”) will conduct a public hearing on Monday, August 1, 2011 at 4:00 p.m. in the Yuba County Government Center, Marysville Room located at 915 8th Street, Marysville, CA.  The purpose of the hearing is to consider the adoption of District Rules 10.10 Prevention of Significant Deterioration and 10.11 Permitting Requirements for Stationary Sources Emitting Greenhosue Gases.

PLEASE TAKE FURTHER NOTICE that a Public Workshop will be held to discuss the proposed Rule amendments on Tuesday July 12 at 3:00 p.m. in the Yuba County Government Center, Wheatland Room located at 915 8th Street, Marysville, CA.

The purpose of adopting District Rule 10.10 (Prevention of Significant Deterioration) is to obtain federal approval for issuing Prevention of Significant Deterioration (PSD) permits within Sutter and Yuba Counties. The Environmental Protection Agency currently issues these permits.

The purpose of adopting District Rule 10.11 (Permitting Requirements for Stationary Sources Emitting Greenhouse Gases) is to conform to federal requirements requiring large sources of greenhouse gases to obtain permits according to the EPA’s Tailoring Rule. The rule is based on a model rule developed by the California Air Pollution Control Officer’s Assocation.

By this notice, the public is also invited to comment in writing on the proposed Regulations. All comments must be addressed to the Feather River AQMD, David A. Valler, Jr., APCO,
