APPROVED OFFSITE MITIGATION PROJECTS

Acceptable offsite mitigation projects would include any qualifying Carl Moyer Program project that gets the tonnage reductions desired. The Moyer guidelines and details about qualifying projects and how to determine emissions tonnage reduced, project cost, and cost-effectiveness may be found at:

Moyer projects would achieve quantitative emissions reductions for a minimum 7 year project (7 to 20 years). The project proponent would only need to contribute funds toward helping the second party to fund their desired project, up to the point that they have achieved the desired emission reductions (then the second party would need to fund the balance of the project, if required).

bulletAny school bus project that offers lower-emission engine technology including replacement of the old engine with a new or remanufactured lower-emission ARB certified engine.
 
bullet Sutter County would like to own a New Compressed Natural Gas Street Sweeper! Contact James Walton, Public Works, 530-822-7450. James would be very happy if you would help him get a sweeper. Standard Moyer projects typically achieve more tonnage for the dollar:

bullet Repower Heavy-Duty Diesel Vehicles: Find projects where you can repower (replace) older diesel engines in heavy-duty trucks with newer, lower-emitting re-manufactured engines meeting State Air Resources Board Certification.
 
bullet Repower agricultural irrigation pumps with brand new Tier II diesel engines or replace with electric motors.
 
bulletSee the Moyer guidelines for additional project choices.

On all Moyer projects you will need to determine how many tons the proposed project will remove from the air to see if your offsite mitigation proposal is getting the tonnage reductions desired  to achieve the recommended minimum 35% project mitigation (focus only on NOx).

Other Approved Project Types

Use the following tools :"Automated Methods to Find the Cost-Effectiveness of Funding Air Quality Projects" or "Methods to Find the Cost-Effectiveness of Funding Air Quality Projects" or "Determining the Cost-Effectiveness of Employer TDM Programs" at ARB's web site.

The following projects may not get the immediate “quantifiable” tonnage but we can substitute immediate tonnage for highly desirable community projects that support long term community goals, especially if the project achieves a desired value to the community by providing the framework to launch other projects (synergistic value) that otherwise would not have come about anytime soon or at least gets us to our community planned target date much sooner.

Community design/infrastructure projects such as pedestrian and transit infrastructure projects (Class I Bicycle Paths, Park-and-Ride lots, bus shelters and signage, mixed-use community design studies to achieve Smart Growth concepts, transportation management associations, or bus subsidies programs like the Summer Youth Bus Pass Program by YSTA) may be considered highly desired community projects:

bullet Donate funds to the new Yuba-Sutter Transportation Management Association who is charged with reducing pollution from motor vehicles (responsible for 70% of the pollution in the Sacramento Valley) by funding a wide variety of the projects. Let them do all the leg work finding the projects for you – just provide the funding and you are through. They have recently funded vanpool projects successfully and are trying to establish rideshare programs with local businesses. Contact Bill Fairbairn, Executive Director, (530) 669-1446.
 
bullet New lower-emission diesel transit buses (not a Moyer qualifying project), are good candidates for funding opportunities; contact Keith Martin at Yuba-Sutter Transit, 530-634-6880. Let Keith work with you on determining a desirable project.
 
bullet You may also want to talk with Keith Martin at Yuba-Sutter Transit, 530-634-6880, about other community projects he needs. Keith is in dire need of funds to assist him in constructing a park and ride lot in a strategic location to improve his overall transit infrastructure. Transit infrastructure projects such as bus shelters, turnouts, and kiosks are also eligible.
 
bullet Talk with Denis Cook, City of Yuba City, Community Development Director, (530) 822-4700 to see if he needs funding for the Bicycle Master Plan or other air pollution reducing community projects.

bullet Other projects may include the installation of bicycle racks at various businesses in the community, the installation of bicycle lockers for employees at businesses in town, the Installation of electric vehicle charging units on commercial buildings for public use (visitors) and business use (electric vehicle fleet) and funding assistance to lease electric vehicles for their fleets. I hear the Electric Toyota RAV4 gets up to 120 miles per charge.

If the proponent will be donating substantial funds we recommend allocating those funds to a variety of projects so that the offsite mitigation project may achieve both immediate and long term emissions reductions for the community.

You may use the sample procedure provided below to determine tonnage reductions to be achieved by the proponent and the associated dollars necessary to buy down that tonnage. Then volunteer to spend those funds on a project(s) that is an approved air quality-related project and be rewarded with the mitigation credit.

FOCUS ONLY ON NOx REDUCTIONS – THE OTHER POLLUTANTS GET REDUCED AT THE SAME TIME BUT NOx IS USUALLY THE HIGHEST POLLUTANT TONNAGE FOR A PROJECT - ALL OF THE CALCULATION METHODOLOGIES ONLY USE NOx ANYWAY.
