On July 6th, 1998, our Board approved the Indirect Source Review Guidelines for the Feather River Air Quality Management District (District). It was the intent of our Board that the Guidelines be used by district staff for reviewing the air quality impact of development projects.
The Guidelines contain thresholds for determining whether or not a proposed project has the potential for generating significant adverse air quality impacts, examples of projects which might trigger the thresholds, and a list of mitigation measures which can be used by a project proponent.
The District recommends that Lead Agencies also use the Guidelines when making a determination of significance for air quality impacts. However, the District recognizes that the final determination of whether or not a project impact is significant is within the purview of the Lead Agency pursuant to the state CEQA Guidelines, "an ironclad definition of significant effect is not possible because the significance of an activity may vary with the project setting."
